Our Team

The City of Corpus Christi recognizes the importance of having highly qualified and experienced partners in the execution of large-scale design and construction projects, such as the Inner Harbor Water Treatment Campus. The City was fortunate to have multiple highly qualified teams express interest in participating on this project.

Pursuant to Texas code, the rigorous process of selecting contractors involves evaluation of their experience, technical competence, capability to perform the work, and demonstrated past performance. 

Freese and Nichols

Freese and Nichols has been contracted by the City of Corpus Christi to serve as the Owner's Representative, advising the City in connection with delivery of the Inner Harbor Water Treatment Campus and assisting in the development of technical, organizational, financial, and environmental strategies in that process.

The firm’s involvement with this project began in 2015, when Freese and Nichols was awarded the contract to conduct the first phase of a seawater desalination feasibility study. In 2017, after a competitive bidding process, Freese and Nichols took on the role of Owner’s Representative for the project. 

​

Freese and Nichols provides such services for municipal, state and federal clients across the United States. They have served as program manager and design consultant for water and wastewater treatment projects resulting in multi-billions of gallons per day in total treatment capacity for their clients.  

​

Their recognized experts offer broad experience in process innovation and design for water and wastewater treatment, with a commitment to quality and client service.

Kiewit Infrastructure South (Kiewit)

After an extensive solicitation process that included a detailed proposal review and interview process, Kiewit was selected as the most qualified design-build contractor.  In December 2024, they were contracted by the City of Corpus Christi to design and construct the Inner Harbor Water Treatment Campus.

Kiewit is one of the largest and most experienced engineering and construction companies in North America. In North America alone, they have delivered more than 40 reverse osmosis water treatment plants, including the largest seawater desalination facility in the U.S and the worlds largest brackish desalination plant in the world.

Kiewit’s expertise enables them to deliver energy efficient facilities, utilize the most responsible brine management approaches, ensure reliable performance within regulatory requirements, and minimize lifecycle costs.
